[x264-devel] Request to clarify row vbv algorithm

Hi,

The row vbv algorithm has been revised in x264 to fix rare cases of VBV
emergency mode activation caused by too much trust to the row predictors in
the commit:

Please clarify me about the rare cases mentioned in this commit.
