[x264-devel] x264 on MS Win2008 WebServer not work

There's MS Windows 2008 x64 WebServer with installed set of ffmpeg.
Any tool from ffmpeg show error on runing: "start point to
GetNumaNodeProcessorMaskEx procedure not found in DLL library of
KERNEL32.dll"
Who did work on MS servers? What to do?
