try the zeranoe builds linked on https://www.ffmpeg.org/download.html

your issue is also mentioned on https://ffmpeg.zeranoe.com/forum/viewtopic.php?f=13&t=3572&start=100 which is the right forum for ffmpeg windows build related questions. at least when using the above builds.

this is definitely the wrong ml for your problem.
