[x265] [PATCH] Basic support for tweaking rate control using zones

Shamelessly ported across from x264 and supporting the same command line syntax. Zones can be configured to adjust rate control by applying a bitrate multiplier or a constant quantizer over a range of frames. No other settings can be adjusted.

I needed this for a project I’m working on but would love to see it in the main repository!
