[x265] bitrate control

hi:
    I am robin. Now I am studing HEVC,and the source code is downloaded from 
https://bitbucket.org/multicoreware/x265/wiki/Home.
    The bitrate control of the newest version is no better than  before version. 
For example, the target bitrate is 350kbps,however ,the real bitrate is 1200bps.
And,the version of 1.0 is much better.
    The command is as follows.
    x265.exe --input test_800x600.yuv --input-res 800x600 --fps  10 -f 100 -I 16  
-i 16 -p medium -t zerolatency --bitrate 350 -o test.265 .
