Tweaks:

Renamed SubPicCpbParamsPresentFlag to SubPicHrdParamsPresentFlag.  There is no h265 hrd field called SubPicCpbParamsPresentFlag, it was probably a typo and should have been SubPicHrdParamsPresentFlag


Fixes:

corrected --nal-hrd option
added --hrd option
corrected --subpichrd option
