[x265] [PATCH for review] cli: annex_b format switch

Hi,

That's desired behavior.

The option is only recognized by x265 core and is expected to be set
by x265 cli.

End users, however, can not set the value through cli options, because
hevc raw bitstream without annex-b format is invalid.

Unless you have a good reason to support setting by end users.

Extra patches to support MKV and MP4 output can be found on my bitbucket.
