[x265] [PATCH] presets: Updating presets to improve coding efficiency and speed

It is essentially ready to go.  You could apply it to your build if you
wanted, notifying your users of the change to the preset options.

Is this patch ready to be commited today? Tomorrow I will be traveling, and
I hope to publish binaries still before the holidays...
