[x265] Bitrate control: Zones are ignored in any but the first pass in n-pass encodes

I created graphs based on the following sequence:
x265 --y4m foreman_cif_pal.y4m --zones 0,99,b=5.0/100,199,b=0.2 --bitrate
1000 --pass 1 --csv-log-level 2 --csv foreman_cif_pal.pass1.csv
x265 --y4m foreman_cif_pal.y4m --zones 0,99,b=5.0/100,199,b=0.2 --bitrate
1000 --pass 3 --csv-log-level 2 --csv foreman_cif_pal.pass3.csv
x265 --y4m foreman_cif_pal.y4m --zones 0,99,b=5.0/100,199,b=0.2 --bitrate
1000 --pass 2 --csv-log-level 2 --csv foreman_cif_pal.pass2.csv
(foreman_cif_pal.y4m is just fixed to 25 fps as it should be with 352x288
pixels)
Please find a PDF attached with the graphs revealing that the (quite
extreme) bitrate factors in the zones (*5.0 for 0..99, *0.2 for 100..199)
are not respected in pass 3 and pass 2. They are respected only in pass 1
(and also in 1-pass CRF or ABR).
