It does, either provided through MSys2 or compiled on its own. It's
not as pretty to look at/compact when executed under MSys2's shell,
though.

Although I was cross-compiling, so I was just using the ninja-build
package in the Ubuntu repositories.  Every CMake-based project
covered in the FFmpeg and mpv cross-compile guide I maintain
is instructed for Ninja.
