[x265] [PATCH] cli: prevent Windows from falling into standby

I was already asking for a CLI tool calling x265 with such thread flags,  
and "unsleep" was published in the doom9 forum. Some GUIs do that already  
as well. But when x265 can do it on its own, there is no more extra code  
required to keep Windows from hibernating while being very busy.
