[x265] v1.7 + >500 patches: new milestone in sight?

Hi - I was about to tag 1.8 yesterday, but the scenecut issue reported by
Xinyue gave me pause. We tried reproducing it, and were not successful. So,
I think we'll just go ahead and tag 1.8.
