[x265] Compression gains : Motion.cpp and Motion.h file update

Please find attached updates on Motion.cpp and Motion.h files.
There's compression gain of ~10%, psnr improvement/degradation
isn't captured yet fully, but subjectively looks good.

I'll soon post it as patch and summary document.
