[x265] v2.6+37 (MinGW): HEVC encoder version & build info = (null)

I still have an older MSYS environment with GCC 7.1.0; it builds x265  
v3.6+37 with HEVC encoder version & build info.

Would be interesting to know if GCC 7.3.0 may have a bug or changed  
behaviour.
