Hi Alex.
The use of <angle brackets> is a syntax element that encloses descriptive
names of variables. You must omit them if you actually use values.
The "b" option uses a float value as multiplier of a bitrate calculated by
the bitrate control, not an explicit bitrate value in kbps.
So your example may possibly work like this (untested):
--zones 100,200,b=1.0/201,400,b=1.2/401,800,b=0.8/801,1000,b=0.7
