[x265] Release ver 3.0

Hi All,

I am happy to announce that we have successfully tagged x265 ver 3.0. The
main focus of this version is to improve the quality, especially for the
'veryslow' and 'slower' presets. Moreover, Dolbyvision is included in this
version. The detail description is given in the release note.
