[AM] Do we really need two new params? These 2 params are duplicating
p->bEnableSceneCutAwareQp.
We can either replace them with "p->bEnableSceneCutAwareQp & BACKWARD"
and "p->bEnableSceneCutAwareQp
& BACKWARD" checks respectively. Or, remove p->bEnableSceneCutAwareQp.
