[x265] [PATCH] zone: Enable strict VBV conformance for zone encode as per requirement

Yes, we just set CBR flag,
When maxrate and bitrate are same CBR like encode is enforced in each zone
to avoid buffer fluctuations in each zone. This CBR is not signalled to
decoder as it is not same maxrate or bitrate throughout the encode. All of
these happen only when reconfigwindowsize is set.
