[x265] [arm64] port residual

Hi,
the attached patch ports to arm64 the following kernels:

         residual[4x4]  10.70x   7.23            77.40
         residual[8x8]  30.92x   11.09           343.04
       residual[16x16]  48.18x   24.47           1178.97
       residual[32x32]  56.50x   81.18           4586.74

Ok to commit?
