8.4 is the same as the other profile 8s, except with an HLG base layer,
that is, CICP codepoint 18 (ARIB-STD-B67), as noted, for example, here
(embeds + contains PDF link):

Section 2.1 is probably what you want.

It's worth noting this patch is what we use for our (Vimeo's) 8.4 support.
Not sure what I can officially say, but you can draw your own conclusions :).
