[x265] [ANN] c++ 17 upgrade

Hi all,
As part of the ongoing x265 codebase modernization, we are planning to make C++17 the minimum required C++ standard for building x265, effective October 26, 2026. As part of this change, support for older C++ standards will be discontinued in order to simplify maintenance and allow the project to make better use of modern C++ language and library features.
The minimum supported compiler versions following the upgrade to C++17 will be GCC 9, Clang 5, Apple Clang 10 (Xcode 10), and MSVC 2017 15.7 (version 19.14).
Please review this change and share any concerns, particularly regarding the withdrawal of support for older C++ standards, before the effective date. Also, please plan to update your respective build toolchains to support C++17.
