[dvblast-devel] [PATCH] Send dummy PAT for inactive programs

Hi,

  attached patch implements the idea of sending dummy PAT containing no
programs for services which are currently inactive (i.e. only present
in SDT with a not running status). Such dummy PAT is deleted if the
service is removed also from SDT (i.e. gone forever).

  Please review thoroughly.
