[dvblast-devel] Adjust DVB-T2 PLP ID usage

Hello,

as the DVB-T2 feature of multiple PLPs is not only used in Russia but in
Germany as well, I propose to adjust the current usage text accordingly
and to instead mention the default PLP ID 0; please see attached patch.
