That should be possible using VLC, provided you have a fast CPU on the
encoder, for h264, and and fast enough upload rate on the dsl link. UDP
or http could be used as transport between the 2 locations.

VLS hasn't been maintained for more than 2 years, can only stream over
udp unicast/multicast (no rtsp). It should however compile under freebsd
with a few modifications at worse. In your case, a minimal VLC without
playback capabilities and without a gui should do the trick.
