On Windows, yes.

On other OSes, *including* MacOS, we need to match with 
src/text/wincp.c... and I see that none of the 3-letters locales are 
currently handled. Some of the uncommon 2-letters ones may also be 
missing.

In retrospect, I should probably have implemented FindFallbackEncoding() 
through gettext(), as with _("C") :-$
