[Translators] Updated Windows NSIS setup translation (Dutch)

Hello!

I just added the NSIS installer file to the transifex project:

https://www.transifex.com/projects/p/vlc-trans/

It should show only the part that needs translations, no more hassle
with quotes or variable names.

If you want me to upload the existing file (git) here, please tell me.

Since 2.1.2 has just been tagged, there is no need to complete the file
this week.

Technical remark: I converted the nsh file into an xml which transifex
can process
