[Translators] VLC on iOS

Definitely +1. Yes, I know user could install the Custom Locale app but 
please, normal users don't even know what a locale is, so no-one will go 
looking for something like that in order to force their Android apps 
into their preferred language. And even if, the linguistic behaviour of 
users is complex, just because my browser is in language x doesn't mean 
I wouldn't want VLC in language y. I have many friends who use differint 
UI languages on their PC to practice their languages for example. 
Assuming a user will only ever want *one* language is a bit of a clanger 
introduced by monolingual developers I think.
