[Translators] IRC Channel

Hey Guys,

I am newbie to open source development and would love to contribute to the
open source projects. VLC interests me particularly because multimedia
stuff interests me. However when I looked for the IRC Channel there didn't
seem to be any active user. Would like to know how the communication
amongst the members takes place and how can I get started with VLC
development.
