[Translators] VLSub translation hosting

Hi

there is an open question according the translations of the add-on VLSub:
Where is the best place to put the translation file to make the
ui-translations working again?

I figured out with some testings that vlsub is handling https links but not
these with certificate rights, like github.
All tested https pages, like https://addons.videolan.org should be working
but it might be not the best place to
host the translation file. And I have to create an extra extension only for
the vlsub translations.

There is already an official page (https://addons.videolan.org/p/1154045)
but since the dev lost his access to it
and is not active there any more, we need a better solution. Also creating
more clones of VLSub, like this one:
https://addons.videolan.org/p/1200879/
is not the best option and bring much more mess to it.

The current url in vlsub.lua used a link to an extra download section on
the page but since opendesktop has changed that
this link is not accessible anymore and has to be changed:
http://addons.videolan.org/CONTENT/content-files/148752-vlsub_translations.xml

So, what will be the best hosting solution. It has to be accessible for
downloading from inside the extension and from outside to update
new langs and also by other devs not only to one user for maintaining
reasons.
Create an extra translation extension for vlsub is an option but not the
best one and will defragment vlsub even more.
