Ok, as stated in  the doc, you should run the  boostrap sctpit fisrt (it
is  located in  the root  of the  source tree).  This will  generate the
confiçgure script.

Your issue with  cvs version is that your configure  script doesn't take
the new file into account. You havbe to re bootstrap to regenerate it.
