These files are for linux 64 bits platform

You need to download qt4 for windows at
http://ftp.iasi.roedu.net/mirrors/ftp.trolltech.com/qt/source/qt-win-opensource-4.2.0-mingw.exe

That archive contains executable files for windows 32 bits
