The Debian packaging is held in a svn at
svn://svn.debian.org/svn/pkg-multimedia/unstable/vlc
http://svn.debian.org/wsvn/pkg-multimedia/unstable/vlc/

Replace unstable by videolan to have access to the packaging for 0.9.0.

The packaging is also available from your favorite debian mirror through
apt-get source or via the debian website.

I don't know rpm base distro but I would expect they distribute their
packaging info
