That is simply not true. A quick glance at the bug reports testifies that 
people *are* testing the nightlies on Win32 (but not sending patches). Who 
cares if it is exactly -test3 or some post-test3 build?

On top of that, what is the point of having Win32 testing when we cannot fix 
any would-be uncovered bug anyway?
