In the past, kioexec was mainly assumed to handle it all. Then came a change, and apps where dumbed down to handle http and https per default, when %U is used.

So, yes, smb is probably not the only one that needs to be added to the list, but very likely for most users the most visible one.

About a user in the url: you get to  the same as before the kde switch... Whatever it was (i don't know... I run gnome and gvfs handles it rather nicely it seems with vlc)

the linked bug also links further to the actuall commit changing it and to more discussions in the kde bugtracker.
