Note that if you were to replace VLC’s RTSP server implementation with the LIVE555 implementation (as you already do for VLC’s RTSP client), this particular issue would likely go away.  (In the past, one thing that was holding up using LIVE555 for VLC’s RTSP server was IPv6 - but the LIVE555 implementation has supported IPv6 (and SRTP, and RTSP-over-TLS) for many years now.)
