bug report vlc 2.9.1

I am running RH linux 7.1 on an Athlon 1G box  Xfree86 4.0.3-5 fresh
installation
I tried vlc 2.91 and it almost worked except the video output seems to
have an offset
verticaly every few  horizontal lines. the sound seems to be ok but the
video is not.
vlc 2.8.3 works ok however (minor problems).
