There are sites that provide such packages (new stuff, 
built for older systems) - try following:
http://freshrpms.net
They build for rh-7.x, rh-8.0, rh-9.0 (including vlc)

"--rebuild" will already have done the "rpm -i ..." by the time it
completes.

You would be very well advised to check the docs and do a
test run FIRST - I may well have made other mistakes.
