Hello,

There is actually already a video on demand feature in the vlc.

It actually uses a HTTP Server. You must have one configured with the
video on it

Then, with the vlc, use the HTTP box (in the network dialog).

You will be able to seek in the stream and pause it.

Developers are currently working on the implementation of the RTP/RTSP
protocol that allows powerful Video On Demand, but it's not ready yet.
