[vlc] Note: Multicasting problem on Windows with multiple interfaces

I was having no luck yesterday with testing from Windows,
and finally realized my modem connection was interfering
with LAN routes for multicast. Not something the typical
user will experience, but....

(at first I was blaming it on Microsoft using 224.0.0.0 as
a subnet mask, but that's not an issue)
