If by  converter you  mean transcoder,  yes, vlc  0.6.0 has  support for
that. Any file can be transcoded to MPEG1 or MPEG4, provided VLS is able
to read  it. Since  the transcoding  is done in  real time,  you'll need
quite a powerfull computer however. It also possible to change the muxer
quite easily without transcoding the whole video.
