[vlc] download web page

Gentlemen, please check; in your web page to download VLC precompiled binary 
for Mandrake LInux there are no mirrors to download from. By the way, I 
suppose that the binary for Mandrake Linux 9.1 will work for version 10.1 
also, will it not?
