[vlc] Stream thinning and VLC

HI everybody.......
I'm using the VLC Ithink it's the best video player and I like it....
Now I'm working in a project about video over internet; 
The project is develop a video system like Windows Media Server or like
the Helix Universal Server..but this using stream thining or intelligent 
streaming,
