I have a compiled version for windows CE
if someone is interested
I have compiled with sucess VLC LibVLC and the WinceInterface
but not yet plugins

If someone have compiled plugins espcially libmad or mpeg Library please 
free to contact me

personnaly I use Embedded Visual C++ 4.0 with SP4 and the Wince SDK 5.0
