You can get nightly builds at http://nightlies.videolan.org/#debian
Jack support is into, but maybe not precompiled
But you still can do apt-get source vlc, modify debian/rules to add
- --enable-jack flag, and dpkg-buildpackage -us -uc -rfakeroot
