Hi,

Most likely, a VLC is running in background. It can be an almost dead
vlc process or one of your web browser which still have VLC plugin
loaded.

Ensure all your web browsers and vlc processes are dead/killed. Then
delete %PROGRAMFILES%\VideoLAN\VLC to be sure old version will be
removed and relaunch installer.
You can also launch installer without deleting VLC folder. But if it
fails to detect that you should delete the old one (as it already tried
I don't know how it will behave) then delete it manually before starting
the new install.

Regards,
Anthony
