[vlc] Stopping VLC from turning off monitor off delay

Two issues are plaguing my somewhat that I could either use some
direction on or some enhancement to VLC.

1) I turned off Preferences->Video->Disable screensaver which supposedly
keeps the screensaver from kicking in while running VLC, but VLC also
defeats the 'Turn monitor off' setting and won't let my monitor turn off
after the prescribed interval (which means it's on all night if I pause
my movie and go out/to bed).

Basically it defeats what I have set under:
   Display Properties->Screen Saver->Monitor Power->Power->Settings for Home/Office Desk power scheme->Turn off monitor
which is currently 1 hour.

What I need is for either another control to turn off the defeating of
the 'Turn off monitor' delay or have the 'Disable screensaver' being
turned off to also disable the defeating of the 'Turn off monitor'
delay.

In case I missed it somewhere in the controls - please let me know,
else please consider this a request for enhancement.

2) I've noticed on a couple of recent movies that the subtitles are
sliding farther and farther out of sync as the movie progresses.
I sync them up with the 'h' hotkey till they're in sync, but they
keep sliding farther ahead (subs are coming up before the spoken
word), so I keep typing 'h' to sync it back up.  Can't be doing
that for the whole movie though.  Am I missing something or is it
just these couple of movies that have bad subtitles ?  I was thinking
maybe there was a PAL/NTSC thing going on that might be causing the
slippage, but I'm not sure.  I'm in US on NTSC.  I'm not sure if
this is an OS or VLC issue - I'm hoping VLC can solve it programatically
and turn off my monitor.
