Not usable.

When someone makes it so; the x264 developers appear not to be
interested even to the degree that it was discussed whether
the whole decoder should be removed. I am, actually, interested
finishing the decoder but currently too busy with other things.

Yes, libavcodec, which is used by ffmpeg and mplayer.
That is very good and capable of decoding almost anything.
