My copy of nasm-0.98.39-win32.zip contained nasmw.exe and ndisasmw.exe.
If you haven't got them, maybe your download is broken (my
nasm-0.98.39-win32.zip size: 219,728 bytes).
If you do have these files, you can just copy nasmw.exe -> nasm.exe
