[x265] Old issue? Zones in n-pass VBR may not be reliable

Tested a case, and indeed, zones change the result more or less as  
expected in "--pass 3", but contrary in "--pass 2" (e.g. instead of the  
declared QP 40 for a zone, it goes up to QP 11).

Test command line: --preset slower --bitrate 1000 --zones  
0,223,b=0.3/1140,1253,q=40 --pass [1|3|2]
