Thanks for the feedback.

Creating new languages in Tx is actually not the problem here, you can
request new ones even if you not belong to any team.
But your language must be supported by Tx itself:
https://www.transifex.com/explore/languages/
The Bislama language is still not on that list and that's way you can't
create that lang there.

We even had a request on that lang some years ago on the mailing list:
https://mailman.videolan.org/pipermail/translators/2013-June/001382.html

Christoph recommended then to use an external way of translating vlc, with
tools like the poedit or similar.
You can send the file after a basic completing of the translation over the
mailing list for a first including
The needed .pot file to start the translation of the current 3.0 version is
here:
